I suggest you, if you have another Microsoft user account on your computer then check on that account else create a new user account and to check the issue. Follow the link given below to create a new user account. While into the new account, I tried to start Skype, but I got the same error saying that Windows Installer isn't running. I had similar issues when trying to update Skype and Silverlight. After some research I found that the copy of msiexec.
Then re-booted. Everything's working again!
